ABSTRACT
In the evolving landscape of transit infrastructure, the integration of resilience and sustainability marks a pivotal shift in planning and design paradigms. Historically, resilience strategies—such as elevated flood defenses and reinforced structures—and sustainability measures—like energy efficiency upgrades and material choices—were pursued via independent, oftentimes reactive measures. However, STV advocates for a transformative, proactive approach: integrating adaptive capacity directly into the design process to strategically de-risk investments, harmonize with environmental systems, and realize long-term cost savings.
BIOGRAPHY
Breanna Horne, CHMM, ENV SP, WEDG, WELL AP, is STV’s first National Director of Resilience, bringing 15 years of experience working on facility and infrastructure improvement projects. She is passionate about how cities develop strategies to manage evolving risks and strengthen long-term performance. Recognized in Building Design + Construction’s 40 Under 40 Class of 2022, her expertise spans hazardous materials investigation and management, sustainable design, and urban resilience.
As a resource to her fellow planners, architects and engineers, Breanna performs risk assessments, leads flood mitigation and adaptation projects, shares the latest research and standards for multi-hazard design, champions internal learning events, and collaborates with teams to apply forward-looking, practical design solutions. A self-described “plan-gineer,” she champions resilience thinking as a critical lens for addressing today’s complex infrastructure and urban planning challenges.
