The ability to effectively communicate in English — to read, write and speak the language fluently — is vital for Stevens graduate students. Therefore, every international applicant must demonstrate English language proficiency by submitting the results of a TOEFL or an IELTS test (see exemptions below).

No further English Language and Communications (ELC) requirements upon arrival on-campus.

Must complete the ELC requirement:
- Take an English Language Communication (ELC) course during their first semester at Stevens
- ELC course can be taken along with a regular course load in the student's graduate program
To place out of the ELC requirement students in this category may choose to take and pass the Stevens English Communication Proficiency Exam (ECPE) administered by Stevens upon arrival. (There is a $50 fee for this test.)

Must complete the ELC requirements. Cannot place out of the ELC requirement.
- Complete an intensive English Language Communication program during their first semester at Stevens.
- Be eligible for a reduced academic load if academic difficulties during their first semester due to language difficulties, upon appropriate approvals.
Stevens code for TOEFL/IELTS is 2819. Stevens accepts only official TOEFL/IELTS scores submitted directly by the testing agency. No photocopies of any scores will be accepted. The TOEFL or IELTS scores must be dated within two years of the time your application is processed for review by the Office of Graduate Admissions. Applications will not be reviewed until the scores are submitted.
Exemptions and Waiver for TOEFL/IELTS
Students whose native language is English or have earned a full four-year degree from an institution in a country where English is the native language are not required to submit English language proficiency test scores. Students who have completed two academic years of full-time post-graduate study or completed a Master’s degree at an accredited US college or university or at an institution in a country where English is the native language are not required to submit English language proficiency test scores. The Master’s degree or two academic years of full-time study must be completed by the time of matriculation at Stevens.
Students who have completed four academic years of undergraduate study and earned a bachelor's degree from a university where the medium of instruction is English are qualified to petition for the TOEFL/IELTS waiver interview. Students who have completed at least two academic years of post-graduate study and earned a graduate degree from a university where the medium of instruction is English are qualified to petition for the TOEFL/IELTS waiver interview. Those who had petitioned for a TOEFL/IELTS waiver based on the English Language Proficiency Policy and were granted a waiver must take the Stevens English Communication Proficiency Exam (ECPE) upon arrival on campus. This exam focuses on the assessment of the student's written, oral, and comprehension skills and will be administered during orientation. There is $50 fee for this test. Students who fail to pass the ECPE after being granted a waiver will be required to complete the ELC program during their first semester to continue at Stevens.
*Please note that to be considered for the waiver interview, all transcripts must state that the medium of instruction was in English.
New Incoming Students
Students who fall into one of the following categories must register to take the ECPE upon arrival on campus:
- Have TOEFL scores between 79 and 85
- Have a 6.5 IELTS score
- Received a waiver during admissions based on the exemptions listed above
