Policies: Describe the organization’s policy requirements that drive program/ project assessment? Specifically, address the following items:
- When are assessments required (tie to life cycle reviews, key decision points)?
- What is assessed (performance, schedule, cost, risk) and to what level of detail (system/subsystems)?
- Who performs the assessments (independent assessment team, peer reviews, standing review boards)?
Assessment Methods:
- What methodologies are instituted to perform these assessments? Are these methodologies documented?
- Tools: Describe any tools used in support of assessments (templates, models, etc.)
Reporting:
- What is reported, to whom, when?
- Are there any standard reporting formats?
- How are the assessment findings followed up?
Other issues/topics
- Assessment of institutional/cross cutting issues affecting program/projects
- Assessment team composition
- Centralized (assessment led by headquarters level organization) versus distributed assessment (assessment led by a lower organizational level organization).
