Constitution

Pakistan Students Association (PakSA),

Stevens Institute of Technology

Article I : Name

The Pakistan Students Association of Stevens Institute of Technology, shall be hereafter known as PakSA.

 

Article II : Aims and Objectives

a. To organize social activities aimed at retaining links with the Pakistani culture.

b. To assist new Pakistani students at Stevens and help orient them to campus life.

c. To encourage applicants from Pakistan in becoming a part of the Stevens Community.

d. To promote school spirit amongst the members.

 

Article III : Membership

Section 1

All members of the undergraduate Stevens community shall be eligible for membership.

Section 2

Membership is by application, which is contingent upon payment of dues, and should be renewed every semester. Application for membership will be accepted at any time during the semester, and upon payment of dues, the member will be entitled to all privileges extended to all other members. However to be considered a member for either voting or running in the elections, dues must be paid by the following deadlines:

Fall 20th October
Spring 20th March

If dues are received at anytime after the deadlines, the member will enjoy all membership benefits. However the dues will be considered as dues for the following semester.

Section 3

The Association is not responsible for any members' private activities.

 

Article IV: The Office Bearers

Section 1 : The Executive Board

a. The Executive Board shall be the governing body and it will consist of the following elected members:

President.
Vice-President.
Treasurer.
Secretary.
Committee Supervisor.
 

Section 2 : Duties of the Officers

A. The President.

a. To preside over meetings of the Association and all meetings of the Executive Board.

b. To call special meetings when deemed necessary.

c. To appoint special committees to complete special business not delegated to members of the Executive Board.

d. To cast the tie-breaking vote, only in the case of a tie.

e. To conduct new elections, under his own supervision, in case he vacates the post of the President, due to any reason.
 

B. The Vice - President

a. To execute the functions of the President in his absence.

b. To execute any other duties designated by the President.

c. To call an emergency meeting of the Executive Board.

d. To keep in contact with other organizations outside the Stevens campus.

e. To promote the Association on, and off, the Stevens Campus.


f. To represent the Association in the Ethnic Students' Council.
 

C. The Treasurer

a. To present and maintain the financial records of the Association whenever requested to do so.

b. To prepare and present financial requests and reports to the Association's funding bodies.

c. To maintain and update financial accounts and to collect dues.
 

D. The Secretary

a. To maintain the Association's membership list.

b. To conduct the correspondence of the Association.

c. To record the minutes of all meetings.

d. To read the minutes of the previous meetings and get them approved at the beginning of each meeting.

e. To notify the Association's members of all Association meetings at least three days in advance, with agenda.

f. To notify members of the Executive board about its meetings at least twenty-four hours in advance.


E. The Committee Supervisor

a. To oversee the committees appointed by the President.

b. To assist the Executive Board.
 

Section 3 : The PakSA chair to the Ethnic Student Council (ESC).

One member will be nominated each semester by the Executive Board, to represent PakSA in the ESC. The duties of this member will be:

a. To attend all ESC meetings and report back to the Executive Board.

b. To maintain good communication between PakSA and ESC.
 

Section 4 : Elections

a. Nominations for election of office-bearers will be invited in the month of March. Announcement of the last date for accepting nominations is left to the discretion of the Executive Board. Criteria for running for elections includes being a member for atleast the semester preceeding the semester in which the elections are to be held.

b. Elections will be held two weeks after the nominations begin.

c. Only those members who have been maintained their membership for atleast the semester, preceeding the elections, will be allowed to vote. Each member will have one vote for each post for which the elections are to be held.

d. Voting for the elections will be held at a general body meeting of the Association.

e. Elections shall be held by closed ballot for all posts in the Executive Board.

Section 5 : General Duties

a. Any member of the Association is eligible for all posts on the Executive Board.

b. The terms of office and the office-bearers shall begin the day following the general elections, to the end of the term, which is two semesters.

c. Any office-bearer of the Executive Board who does not attend two consecutive Executive Board meetings without a leave of absence, is liable to be removed from the Executive Board. To implement his removal, the Executive Board should adopt a majority vote of the general body to that effect.

d. The day following any election, the elected office-bearers take charge of their respective posts. From that day onwards, the outgoing office-bearers will not contract any business or make any financial transactions. The newly elected office-bearers will manage all the business including unfinished business, from that day onwards.

Section 6 : Honor Clause

a. Honor Board violations against any nominee running for office must be revealed in advance to the Executive Board, in order for the candidate to remain so.

b. Officers convicted of honor board violation, during their term must resign from their position. They may however run for office in the elections, upon the fulfillment of condition Article IV Section 6 (a).
 

 

Article V : General Body and Executive Board Meetings.

Section 1 : General Body meetings shall be held

a. To disclose the progress of the Association and its committees.

b. To vote on resolutions requiring policy changes on which any committee cannot come to a decision.

c. Two-thirds of the total membership shall constitute a quorum at the meeting of the general body. If no quorum is present at the first meeting convened to transact the same business, whatever members are present shall constitute the quorum. The decision shall be made on the majority vote.

Section 2 : Executive Board Meetings

a. The Executive Board meetings shall be convened at the discretion of the President.

b. Three of the five office-bearers shall constitute a quorum to pass any resolution involving changes in policy.

c. Emergency Executive Board meetings can be called by any member within a twenty-four hour notice.

 

Article VI : Committees

a. The President shall have the power to create a committee, in order to perform tasks specific to an event.

b. Any member of the Association shall be eligible to join a committee.

c. The Committee will be run by a Committee Coordinator who shall be appointed by the Executive Board by majority vote, and be directly responsible to the Committee Supervisor on functions concerning the committee.

 

Article VII : No-Confidence Motions

Section 1

Signatures of one-half of the body are required to introduce a motion of no-confidence against one or more of the members of the Executive Board.


Section 2

A general body meeting shall be convened within fifteen days to discuss the notice of no-confidence and vote accordingly. A quorum must vote in order to pass this motion.

 

Article VIII : Adoption and Amendments

Section 1

a. This constitution shall be effective upon the approval of two-thirds of the quorum of the Student Council.

b. The establishment of this constitution of the Pakistan Student Association shall abolish all previously existing constitutions for the government so titled.

 

Section 2

a. Proposals for new resolutions or amendments of the by-laws should be submitted to the President or Secretary in writing.

b. The President shall convene a general body meeting to make a decision on the proposals for amendment of the by-laws. If the number of members at this meeting is insufficient to constitute a quorum, the President shall call for another special meeting within a period of one month.

 

Article IX : Parliamentary Authority

Wherever this constitution or its by-laws do not apply, Robert's Rules of Order will be adhered to.
