Some research projects require expertise from outside of the Institute in order to accomplish the scope of work. When that activity is programmatic in nature—i.e., it reflects independent intellectual contributions to the research and is not a provision of a good or service—and the work is conducted under the auspices of another institution or organization, a subrecipient agreement is issued by the Institute.
Subrecipient agreement projects can vary from collaborations with a single faculty member at another university to multi-institution consortiums involving several co-investigators. The research generated by the investigator at the other institution is incorporated into the project technical reports to the sponsor, and often results in publications and/or presentations in which the collaborator is a co-author/co-presenter.
OSR is responsible for the issuance and oversight of subrecipient agreements, including preparation, negotiation, execution, and modification. This activity is pursued in accordance with OSR’s Guidelines for Issuing and Monitoring Subrecipient Agreements, which address in detail both proposal and award requirements related to such agreements.
Investigators who plan to engage in collaborative work are strongly encouraged to familiarize themselves with the OSR guidelines, which were promulgated to address significant federal regulatory requirements. Questions about these guidelines or about subrecipient agreements in general should be directed to OSR staff.
