OSR is responsible for reviewing all proposals for conformity with sponsor and Institute requirements and terms and conditions prior to submission.  OSR staff will work closely with investigators so a well-prepared and complete proposal package can be finalized and submitted in a timely manner.

In order to achieve that goal, proposals must reach OSR at least five working days prior to the sponsor’s deadline, or with prior review, three days in advance.  Failure to meet the deadline may jeopardize the on-time submission of the proposal and may result in incomplete review by OSR.  Proposals not meeting the deadline may be submitted to the sponsor with conditional approval only.  If subsequent review reveals that the proposal is incomplete or does not conform with Institute or sponsor requirements, OSR may, on behalf of the Institute, withdraw the proposal from sponsor consideration.

A fundamental aspect of the review process is submission to OSR of the completed and signed Proposal Routing Sheet and all required signed certifications forms, including approvals by the department/laboratory director and dean of the proposal.  Without those filings and approvals a proposal cannot be submitted.
