Research Council Pre-Proposal Review & Application Selection
Research Council pre-proposal review falls into two categories:  1) new proposals with potential awards with funding of $1M or more; and 2) proposals where the sponsor imposes a limit on the number of proposal that can be submitted by a given institution, thereby requiring an internal process of applicant selection.

For a proposal seeking $1M or more in support, the principal investigator should contact the Chair of the Research Council (the Vice President for University Research and Enterprise Development) to request a meeting with the Research Council in order to present the preliminary idea or plan.  The purpose of this meeting is for the Research Council to provide any useful input that can help generate a successful proposal and to ensure that the proposal is responsive to the program announcement or solicitation.  For example, if a member of the Council is familiar with the sponsor, insights about the funding agency can be useful.  The Council might also suggest additional individuals to contact for further assistance in preparing the proposal.

For limited submissions, an abstract of the proposal, not to exceed two pages, must be submitted to the Chair of the Research Council at least thirty (30) days in advance of the sponsor deadline.  This timely submission is critical, both for the Research Council to be able to review all of the pre-proposals it receives and render its decision and to ensure there is sufficient opportunity for those selected to prepare a strong formal proposal.  The abstract should include a description of the proposed work, how it meets the criteria of the solicitation, how it benefits the Institute, and why it has a good chance of being chosen for award by the sponsor.  If an investigator team effort is involved, there also should be a brief description of why this team was organized.  The Chair of the Research Council will inform OSR of the Council’s selection decision, and OSR staff will work with the investigator(s) to submit the proposal following standard institutional practices and procedures.
