Mr. Lacey is the Chief Information Security Officer for Johns Hopkins and the Executive Director of the Johns Hopkins University Information Security Institute. Mr. Lacey is also a Board Member of Chesapeake Innovation Center, the NSA-supported incubator for Homeland Security technology startups. He has worked in the technology sector, as a developer, attorney, consultant and executive. His primary interest areas are intellectual property, software patents and the development of secure information management systems.

Throughout his career, Mr. Lacey has served in a number of executive and technical roles at early stage non-profit and for-profit entities. For example, he helped establish an information systems program for Yonok College in Thailand for traditional students and for women at risk of HIV/AIDS, and was Executive Director of Tarrant County ACCESS, the first non-profit in Texas established to serve the information technology needs of homeless, mental health and HIV/AIDS related organizations. He also served as chief technology officer and developer for two e-commerce software companies.

He is a frequent speaker on the role of information security in protecting medical privacy for at-risk populations, specifically for individuals with HIV/AIDS or mental illness. Mr. Lacey has a degree in logic and philosophy from Baylor University and a law degree from Harvard University.
