Stevens Institute of Technology Anime Club Constitution Article I: Name §1 The name of this organization shall be the Stevens Institute of Technology Anime Club, herein referred to as the Anime Club. Article II: Purpose §1 The purpose of the Anime Club shall be to promote knowledge and appreciation of Japanese Animation and the underlying culture. Article III: Membership §1 Definition of an Anime Club Event (a) An Anime Club Event shall be defined as any instance where the Anime Club has a public exhibition of anime or other works on the Stevens Institute of Technology Campus. (b) The date, start time, and works to be presented at the event must be sanctioned by the president and have the approval of a simple majority of the Anime Club’s E-Board. (1) All club members must be notified no less than 24 hours in advance that an Anime Club Event is taking place. (c) Attendance at an event is defined as arriving no more than a half hour after the event has started and leaving no earlier than a half hour before the event ends. §2 Requirements to be a general member (a) All full-time undergraduate students at Stevens Institute of Technology are eligible for membership in the Anime Club. (b) To achieve membership, a person must attend two Anime Club events in the same semester. (1) The time spanning from the start of summer session I to the end of summer session II will be counted as one semester in this instance. (c) The reasons for and procedure of revoking a person’s membership shall be defined as a Class “A” bylaw which will be defined in this constitution. §3 Requirements to be an active member (a) Members are considered to be active members if and only if they have attended three of the last six Anime Club events. (1) Anime Club events held during the time spanning from the start of summer session I to the end of summer session II may be used to upgrade a member’s status from general member to active member. (2) No member or officer will be penalized for not attending an Anime Club event during the time spanning from the start of summer session I to the end of summer session II. (3) Any member of the club may be considered in attendance at an event if they are not physically there if they are performing a service to the club at a remote location. 1. A majority vote of the Executive Board is required to determine that a member’s actions are considered a service to the club. (b) All active undergraduate members are to be considered voting members. §4 The Executive Board may establish special membership types pending these members are non-voting members as outlined in the bylaws. Article IV: Executive Board §1 There shall be an Executive Board consisting of no less than four officers: the President, Vice-President, Treasurer, Secretary, and any other officers appointed by the Executive Board as outlined in the bylaws of this constitution. (a) All appointed officers will have the same voting rights as officers defined in this constitution. §2 All active members of the Anime Club are eligible to campaign for and hold any position on the Executive Board. (a) No member may hold more than one office concurrently. (b) Any member of the Anime Club who runs for or holds an elected or appointed position under the jurisdiction of this constitution shall make public any past or pending Honor Board violations. §3 Duties of the officers (a) President (1) The President shall preside over all events and meetings of the Anime Club. (2) The President shall be the official representative of the Anime Club in all student, faculty, and administrative matters. (3) The President shall have the power to call and sanction regular and special meetings of the Anime Club. (4) The President has the power to form committees and appoint their respective chairpersons. (5) The President shall have the privilege to assume the responsibility of any and all officers if they are not present at a previously scheduled meeting or event of the Anime Club. (6) The President shall have the power to delegate all duties outlined in this constitution for the office of President to voluntary members or officers. (7) The President shall perform or delegate all duties not specifically outlined in this constitution, as required by the Anime Club. (b) Vice-President (1) The Vice-President shall assume all responsibilities of the President in the absence of the President at a previously scheduled meeting or event of the Anime Club. (2) The Vice-President shall have the power to delegate all duties outlined in this constitution for the office of Vice-President to voluntary members or officers. (3) The Vice-President shall perform all duties assigned by the President within reason. (c) Treasurer (1) The Treasurer shall be responsible for and maintain the records of all financial matters of the Anime Club. (2) The Treasurer shall prepare a budget to submit to the President of the Anime Club when requested. (3) The Treasurer shall have the power to delegate all duties outlined in this constitution for the office of Treasurer to voluntary members or officers. (4) The Treasurer shall assume all responsibilities of the President in the absence of the President and the Vice-President at a previously scheduled meeting or event. (5) The Treasurer shall perform all duties assigned by the President within reason. (d) Secretary (1) The Secretary shall be responsible for all correspondence of the Anime Club. (2) The Secretary shall take the minutes of all meetings and business discussed at events. (3) The Secretary shall provide updated information for use in Anime Club activities and responsibilities as defined in the bylaws. (4) The Secretary shall keep all materials and inventory belonging to the Anime Club except those commandeered or otherwise distributed by direct order of the President. (5) The Secretary shall have the power to delegate all duties outlined in this constitution for the office of Secretary to voluntary members or officers. (6) The Secretary shall assume all responsibilities of the President in the absence of the President, Vice-President, and Treasurer at a previously scheduled meeting or event. (7) The Secretary shall perform all duties assigned by the President within reason. §4 The procedure for elections and impeachments are to be defined as a Class “A” bylaw of the Anime Club. (a) The reasons for impeachments will be defined as a Class “A” bylaw of the Anime Club Article V: Chaos Clause §1 Procedures not specifically defined in this constitution or the bylaws of the Anime Club shall be adapted from the latest publication of Robert’s Rules of Order. Article VI: Bylaws §1 The bylaws of this constitution shall be valid for intents and purposes as a part of this constitution, with the exception of the policies regarding ratifying and repealing. §2 No bylaw of any classification shall supersede or be inconsistent with this constitution. §3 Classification of bylaws (a) Class “A” bylaw (1) A Class “A” bylaw requires a unanimous vote of the E-Board to be modified, repealed, or passed. (2) Class “A” bylaws supersede all Class “B” bylaws. (b) Class “B” bylaw (1) A Class “B” bylaw requires a simple majority vote of the E- Board to be modified, repealed, or passed. (2) No Class “B” bylaw may be inconsistent with any Class “A” bylaw. §4 All bylaws shall exist within the sufferance of the SGA. If at any time the SGA finds them inappropriate, it may require them to be changed or negated. Article VII: Adoption and Amendment §1 This constitution shall become effective upon the approval of two-thirds of the Anime Club E-Board and two-thirds of a quorum of two-thirds of the Anime Club Voting Members. §2 All amendments to this constitution shall be accepted if it is passed using the same requirements as defined in §1 in this article. §3 The establishment of this constitution shall abolish all previously existing constitutions for the governance of title and purpose.
