Stevens Institute of Technology Anime Club Bylaws Article I: Class “A” Bylaws §1 Officer Elections (a) The timing of standard elections will take place during the SGA’s unified election policy. a. If there is no unified election policy, standard elections shall be held during the first Anime Club event in April. b. The date of standard elections will be announced at an Anime Club Event at least one week in advance and no more than two weeks in advance. (b) Emergency elections a. Emergency elections that take place due to the removal or the resignation of an officer will take place at least one week from that date, and no later than three weeks. b. Emergency elections will be announced by the Vice‐President at least one week in advance and no more than two weeks in advance. If the Vice‐ President cannot for whatever fulfill this duty then the duty shall be passed down according to the order of succession as outlined in Article IV §3 in the constitution. c. Emergency elections will follow the standard nomination and election procedures defined in these bylaws for the office or offices that are vacated. (c) Nominations for officers shall be during the Anime Club event the day of elections a. Any voting member of the Anime Club may nominate any one eligible member for each office. b. All nominations require a second. c. An eligible member may nominate or second him or herself. d. Nominations will be performed in the following order: Secretary, Treasurer, Vice‐President, and President. e. Nominations for each position must be open until there are no more nominations. f. A member that is not present may be nominated. g. A member may decline a nomination with no fear of negative consequences. h. Members may be nominated for multiple positions, but may only hold one office as per the constitution. (d) Election procedure a. Each nominee will have 5 minutes to give a speech to the voting members. b. The election will be a secret ballot election. c. One ballot will be provided to each voting member by members of the E‐ Board. d. Voting members will indicate which nominee they wish to elect to each position. e. Ballots will be collected by the current Executive Board. f. Overseer i. A voting member, that has never been on the Executive Board, and is not nominated for any positions, will be randomly selected to oversee the counting of ballots. ii. This person will be randomly selected after nominations are closed. g. The ballots will be counted by the Executive Board and verified by the Overseer. h. Once the ballots have been counted, they will be placed in a sealed envelope until the results have been announced and no challenges have been made. i. The results will be announced by the current Vice‐President, and then the Overseer will express his confirmation of the votes. j. The exact count of the ballots will only be disclosed in the event of a challenge to the election. k. Election challenge procedure i. All current E‐Board members, nominees, and the Overseer will gather; this group will be called the Election Challenge Committee (ECC). ii. The Overseer will read his interpretation of each ballot. iii. Each member of the ECC will verify the Overseer’s interpretation of the vote. 1. In the event that a member of the ECC disagrees with the interpretation, this interpretation will be placed in the voting list for this ballot. a. After all interpretations are recorded the ECC will vote on each interpretation. b. A three‐fourths majority of the ECC will be required to have an interpretation be the official interpretation of the ballot. i. If a three‐fourths vote cannot be reached, the ballot will be discarded. 2. If all members of the ECC agree with the Overseer’s interpretation, then that will be the official interpretation of that ballot. l. In the event of a tie i. In the event of a tie for an office that has more than three tying nominees, any nominee not tied for will be dropped from the nomination list. 1. A run‐off vote will be conducting using the normal voting procedure for the remaining nominees. ii. If the run‐off continues, or all nominees for that office were tied, another run‐off vote will be conducted by all voting members excluding the nominees and current E‐board. 1. This vote will be between the tying members. 2. This vote will follow all normal voting procedures. iii. If the tie continues the Executive Board members, not nominated for that office, will vote. 1. If the number of Executive Board not nominated for office is an even number, the Overseer will then be a voting member in this election. (e) Transfer of power a. Each current officer will choose when to transfer their power to the new officer. b. All power must be transferred by the end of academic semester for standard elections. i. In the event of an emergency election, power will be transferred immediately. §2 Appointment of officers (a) Any officer may suggest a voting member to be appointed as an E‐Board officer. (b) The person suggested must have the approval of the president to be appointed as an officer. (c) A two‐thirds majority of the E‐Board must approve of the appointment. §3 Impeachment procedure (a) An officer will automatically be removed from office. a. Should they loose their status as an undergraduate student at Stevens Institute of Technology. b. Should they be convicted of an Honor Board Violation. c. Should they be convicted of a felony. (b) Officers may be brought for impeachment under any of the following conditions. a. Failure to fulfill his or her duties. b. Losing active membership status. c. A petition being signed by more than half of the voting membership. (c) All impeachment requests must be brought to the Vice‐President, unless the Vice‐ President is being impeached. i. In the event that it is the Vice‐president being impeached; the impeachment request will be brought to the officer determined by the order of elections as defined in §1(c).d ii. In the event that the entire Executive Board is being impeached, the SGA cabinet will receive the impeachment request. (d) Impeachment proceedings. a. The person or body defined in §1(c) shall inform the officer(s) that he or she is being impeached. b. Once the officer(s) are told of their impending impeachment by the defined person they are immediately stripped of their power but not their title. i. The responsibility of the persons being impeached will be transferred as defined in Article IV in the constitution. ii. In the event of the entire E‐Board being impeached, the SGA cabinet will assume all responsibilities of the Anime Club E‐Board. c. Impeachments will be announced at the next Anime Club Event by the person, or body defined in §3(c). d. The impeachment proceedings will take place at the Anime Club Event after the Anime Club Event where the impeachment proceedings were announced. e. The person or body determined from §3(c) will conduct the impeachment proceedings. f. The proceedings will start with the person or body determined from §3(c) will announce the officer(s) being impeached. g. Following, the person whom brought the impeachment charges will present to the Voting Membership why the officers are being brought up for impeachment charges. h. Each person being impeached will then have 5 minutes to defend themselves. i. After all who are charged are done defending themselves, a vote being conducted using the election procedure defined in §1(d) for the office in question. i. These procedures will be followed; in the event that the Vice‐ President is being impeached, then the person or body defined in §3(c) will fulfill the duties of the Vice‐President. ii. The Overseer cannot be the person who brought up the impeachment charges. iii. The ECC will only consist of the current E‐board not being impeached or body defined in §3(c) if the entire E‐Board is being impeached. The Overseer will be included as a part of this board should there be an even amount of members of the ECC. iv. A two‐thirds vote is required to remove a person from office. j. If the officer is not removed from office, their powers will be reinstated. k. Once an officer is removed from office, their title will be immediately removed. §4 Revocation of membership status (a) Any voting member may petition to the E‐Board that a person be removed from membership. (b) The E‐board will then vote if to see if the member in question should be brought before the voting membership for removal. a. A two‐thirds vote of the E‐Board will be required to bring the member in question in front of the voting membership for removal. (c) If the member in question is to be brought in front of the voting membership for removal, he/she must be told one week in advance by the Vice‐President. (d) The Vice‐President shall be in charge of all the proceedings of the removal process. (e) The Vice‐President shall announce who is being brought up for removal. (f) The person who suggested the person be removed from the membership will present his or her case against the person in question. (g) The member being brought up to be removed will be given five minutes to defend him or herself. (h) A vote will be conducted using the election procedure defined in §1(d). a. The Overseer cannot be the person who brought up the removal charges, and cannot be the person being removed. b. The ECC will only consist of the current E‐Board and the Overseer in the case that the E‐board consists of an even number. c. A two‐thirds vote is required to remove a person from membership. (i) If the person is removed from the general membership, they will not be permitted to come to Anime Club Events for a time to be determined by the Anime Club E‐ Board. Article II: Class “B” Bylaws §1 Special Membership Status (a) No special member has voting power. (b) Stevens Alumni are eligible for special membership in the Anime Club. (c) A member, either special or general, may sponsor someone for affiliate membership in the Anime Club. a. All affiliate members must be voted on by a simple majority of the e‐board. §2 Guests (a) All voting members may bring up to two non‐Stevens guests to any Anime Club Event.
